The preliminary flood risk assessment for Luton
Our preliminary flood risk assessment (PFRA) was approved by full Council on 20th June 2011.
The PFRA is a stock take of risk from flooding for Luton. It looks back at past flooding events and identifies sites that are at potential risk from flooding. It evaluates flood risk from surface water (local rain), ordinary watercourses and ground water. The PFRA has been compiled using readily available information from a number of sources.
All Lead Local Flood Authorities (LLFA) of which Luton Borough Council is one, are required to prepare a PFRA to meet the requirements of the Flood and Water Management Act 2010. It does not include flooding from main rivers as that is the responsibility of the Environment Agency under the Act. The 2010 Act was put in place by the Government to ensure compliance with the EU Floods Directive.
